University of Maryland Eastern Shore (UMES) invites applications for Associate Athletic Director for Compliance. The Associate Athletic Director for Compliance provides strategic leadership for a comprehensive and competitive Division I athletics program within a university environment that promotes student engagement, athletic achievement, academic success, overall well-being, and persistence to graduation.
THE UNIVERSITY
Founded in 1886 under the aegis of the United Methodist Church, UMES is located on 620 acres in the historic town of Princess Anne on Maryland’s Eastern Shore, less than three hours from the abundant cultural and recreational amenities of Annapolis, Washington, DC, Baltimore, and Philadelphia. The University offers programs and assistance that attract, serve, retain, and graduate first-generation college students, national and international scholars as part of its core capacity. Among its academic offerings are bachelor’s degrees in 38 areas, 14 master’s degrees and doctoral degrees in physical and biological sciences, social and behavioral sciences, pharmacy, pharmaceutical sciences, physical therapy, physician assistant, engineering, education, mathematics, humanities and visual and performing arts. The academic program of UMES is delivered through five schools: the School of Agricultural and Natural Sciences; School of Business and Technology; School of Education, Social Sciences, and the Arts; School of Pharmacy and Health Professions; and the School of Graduate Studies and Research.
In addition, UMES has 36 linkage agreements with universities, government organizations, and research institutions in Africa, the Caribbean, Central America, South America, Europe and Asia. These linkages enhance the University’s international education focus through: (1) student study and research abroad, (2) faculty and student exchanges, (3) international scholar-in-residence, and (4) international development programs. The University also has several cooperative agreements with the United States Department of Agriculture to provide technical assistance to the United States Agency for International Development.

Position Responsibilities:
The Associate Athletic Director for Compliance reports to Director of Athletics and serves as the liaison between the College and the NCAA and Mid-Eastern Athletic Conference in regard to all compliance and eligibility issues. Is responsible for enforcing, monitoring, and implementing best practices in NCAA and conference compliance within the Athletics Department, The University of Maryland Eastern Shore, and with representatives of athletics interests/boosters. This position will be directly responsible for monitoring the eligibility of student-athletes as well as prospective student-athletes as it relates to academic eligibility, amateurism, and outside competition. The incumbent will manage the official squad lists for all intercollegiate sports and coordinate NCAA certification team meetings. This position also serves as the liaison between the Athletic Department and the Admissions and Academic Misconduct offices.
Compliance & Monitoring
1.Liaison between the University and the NCAA and Mid-Eastern Athletic Conference regarding all compliance issues. 2.Conducts and oversees all NCAA and Mid-Eastern Athletic Conference (MEAC) bylaw interpretations for all athletic staff, student-athletes, institutional staff and faculty, and outside athletics interests. 3.Conducts all investigations and reporting of NCAA and/or MEAC violations. Works closely with College Counsel regarding applicable legal issues. 4.Collects all medical documentation and drafts and submits medical hardship requests to the MEAC on a bi-annual basis. 5.Oversees the monitoring and tracking of all compliance documentation submitted by athletic staff (recruiting logs, countable hours, camps and clinics, playing and practice seasons, student-athlete employment, etc.). 6.Drafts and submits legislative relief waivers to the NCAA as needed. 7.Tracks the NCAA and MEAC legislative proposals and submits the institution's votes when necessary. 8.Coordinates and approves updates to both the institution's athletics compliance manual and department policy manual on an annual basis or as necessary. 9.Represents the University at the MEAC Compliance meetings which occur monthly via conference call and annually in person. 10.Represents the compliance office at monthly administrative meetings and provides education and support at monthly head coaches meetings. 11.Responsible for annual reporting to the NCAA (e.g. demographic report, grant-in-aid report, sport sponsorship, etc.). 12.Administers the annual NCAA coaches' certification recruiting exam to all coaches.
Initial Eligibility, Continuing Eligibility, Squad List Management:
1.Directly responsible for monitoring the eligibility of prospective student-athletes during the recruitment phase until full-time enrollment at the college. 2.Acts as institutional contact for the NCAA Eligibility Center. 3.Responsible for approving all recruiting visits and maintaining visit paperwork. 4.Provides rules education regarding NCAA and MEAC eligibility requirements to all prospective student-athletes who take recruiting visits. 5.Will act as liaison to Academic Support in monitoring the continuing eligibility of enrolled student-athletes as it relates to academic eligibility, amateurism, and outside competition. 6.Coordinates the Continuing Eligibility Certification Committee. Provides relevant interpretations to the Committee on Bylaw 14 ramifications with continuing eligibility members. Provides rules education to Committee on Bylaw 14 rules, proposals, and changes.
Squad List Management, Participation Tracking, Extenuating eligibility circumstances:
1.Directly responsible for maintaining the official squad lists for all 16 intercollegiate sports. 2.Tracks the participation of all student-athletes, including post season reporting, season of competition tracking, and verifying both minimum sponsorship requirements and maximum competition limits have not been exceeded. 3.Oversees the coordination of additions and removals of student-athletes and all involved parties. 4.This position will manage all releases and tracers for incoming and outgoing student-athletes. This position is the point-person for the NCAA Transfer portal. 5.Files NCAA participation waivers such as clock extension, season-of-competition, and denied opportunity waivers.
Admissions:
1.Acts as the liaison between the Athletics Department and the Admissions Office regarding prospective student-athletes. 2.Reviews transcripts and maintains files for all prospective student-athletes. Organizes and submits academic records to Admissions. 3.Prepares files for special admit committee review. 4.Acts as the compliance member of the committee that reviews special admit requests.
Other Duties as assigned:
Enrollment Group member, Athletic Oversight Committee member, search committees, special projects as assigned by Athletics Director or General Counsel.
