THE POSITION:
Under general direction, this position reports to the Chief, Interpretive and Recreation Service, and exercises first-level management responsibilities and oversight of the District's interpretive and recreation services and programs. Develops and implements a wide range of educational and recreational programs. Performs representational duties to assist planning, developing, evaluating and engaging communities to support the District's mission, vision and operational goals.
Vacancy Situation: The Park District currently has one (1) vacancy located at East Bay Regional Park District Administrative headquarters in Oakland, CA. The hiring pools established as a result of this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.

• Conduct monthly staff meetings and regular one-on-one meetings with direct reports.
• Conduct assessment and evaluation of program services and offerings.
• Work closely with various divisions and departments to implement programs and community engagement.

ESSENTIAL FUNCTIONS:
• Serves as a regional program manager, providing direct supervision to interpretive and recreation supervisors at visitor centers and recreation facilities throughout the District.
• Analyzes regional programmatic needs and oversees program development, community engagement, outreach, and marketing of interpretive, recreation, environmental education, and special events. Key program objectives include structuring programs and recreational opportunities that meet the needs of current park users, and identifying and marketing specialized programs for a wide variety of audiences; including those who have not developed an active outdoor lifestyle or view the Park District as a resource.
• Oversees and guides the development of the volunteer docent program and assesses the quality of interpretive and recreation programs and services through a variety of evaluation tools and media in combination with other District units and departments.
• Collaborates with Environmental Graphics and Creative Services to ensure the quality and appropriateness of exhibits and displays to District standards.
• Assists in resolving internal operational problems and coordinates with other District departments and staff in resolving broader problems and issues.
• Exercises second-level supervisory responsibilities over a large workforce of regular, temporary and seasonal staff supporting interpretive and recreation services and programs within the region, and indirectly oversees a number of docents, volunteers and/or contract concessionaires.
• Provides leadership to set standards for visitor centers, recreation facilities and parks spread over a wide geographic area in Alameda and Contra Costa counties.
• Assumes overall responsibility for a significant Operating and Capital budget.
• Ensures District fiscal interests receive maximum attention and that decisions are consistent with overall District goals and objectives related to interpretive and recreation services.
• Confers regularly with the Chief of Interpretive and Recreation Services, Unit staff and personnel from other District departments to address issues.
• Participates in negotiating and monitoring contracts, leases and agreements related to facility management. Responds to public agencies, public inquiries and complaints; makes public presentations and maintains good public relations.
• May also serve as District representative to external organizations related to the region.
• Develops and maintains effective collaborative relationships with other District departments as well as with other agencies and the private sector to offer joint programs that expand interpretive and recreation opportunities at District parks and facilities.
• Represents the District with print and broadcast media. Assists staff in personnel and labor relations matters.
• Develops interpretive and recreation operational standards and competencies, evaluates staff's performance and motivates staff toward improvement and efficiency when necessary.
• Prepares and reviews a variety of correspondence, Board material, manuals and reports.
• On-call to respond to a wide range of potential public operational emergencies, as well as disasters caused by fire, flood, earthquake, or other natural events.
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from an accredited college or university in recreation, park management, environmental science, natural science, business, public administration, or a closely related field; and
Experience: Six years of experience in the field of interpretation or recreation, preferably outdoor recreation. At least three of the six years should be at a supervisory level.
Desirable: Additional experience in park and facility maintenance is desirable.
Substitution: A Master's degree in recreation, park management, environmental science, natural science, business or public administration, or a closely related field may be accepted as an equivalent to a maximum of one and a half years of the required six years of experience.
OR AN EQUIVALENT COMBINATION OF EDUCATION AND EXPERIENCE
Conditions of Employment:
• All East Bay Park Regional District employees are required to be fully vaccinated against COVID-19 as a condition of employment.
• A valid California State driver's license is a condition of initial and continued employment in this position.
• This position is in the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends.
• The selected candidate must pass the Park District's Level 1 background check, which consists of Department of Justice (DOJ) fingerprinting, professional references, and education verification. Pursuant to the Federal Immigration and Reform Act of 1986, all applicants who are hired will be required to provide proof of identity and appropriate work authorization documents prior to commencement of employment.
Knowledge, Skills, and Abilities:
• Thorough knowledge of interpretive and outdoor recreation management philosophies, techniques, principles and practices.
• Must have general knowledge of routine parks and facilities maintenance.
• Knowledge of park design, exhibit design, marketing principles, revenue generation philosophies, and labor relations principles.
• Must possess significant knowledge of management and supervisory principles and practices, and sound judgment and leadership skills.
• Well-developed verbal and written communication skills and the ability to work cooperatively with divergent groups are also required.
