Job Summary: The Senior Recreation Manager is a highly responsible middle management position in the recreation professional job classification. This position will plan, organize, and coordinate the activities of multiple community centers, park complexes, and major City-wide recreation and community services programs involving athletics, aquatics, senior citizens, special events, marketing and promotions, therapeutics and others, supervised by subordinate personnel; coordinate assigned recreation program activities with other divisions and departments; and provide highly responsible technical support to the Principal Recreation Managers, Assistant Director, or Director of Recreation.
Essential Functions: Plan, develop and oversee the work of staff involved in managing multiple community center and park complexes and/or major City-wide recreation or community services programs/events; evaluate operations and activities of assigned recreation complexes, facilities and programs; implement improvements and modifications; prepare various reports on operations and activities; review and monitor budgets for assigned recreation complexes, facilities and programs; assist in budget evaluation, implementation, and administration; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; provide recommendations on appropriate staffing levels, revenue and expenditure projections; hold staff accountable for meeting their facility or program revenue and expenditure projections; supervise, train, and evaluate the performance of subordinate staff; coordinate staff training; participate in the selection of staff; provide direction on work performance and disciplinary issues; recommend discipline; implement discipline procedures as directed; serve as an intermediary between line staff and department management; mediate operational issues and concerns; implement administrative directives; recommend and implement goals and objectives for assigned recreation complexes, facilities and programs; establish performance standards and methods; develop and implement policies and procedures; review and approve the selection of independent contractors to conduct programming; review and approve contractual agreements; review and submit requests for grant funding and other non-general fund sources; conduct major City-wide special events; establish and oversee work teams to promote consistency, customer service, teamwork, program compatibility and effectiveness, and operational efficiencies; assess community needs and interests; design, implement and modify recreation programs to meet identified needs; participate in long-range planning to assess future needs; assist the departmental project manager for major and minor Capital Improvement Projects (CIPs); attend pertinent meetings during the planning and construction phases of the project; and participate in the planning, design, and construction or renovation of recreation facilities; conduct facility inspections to ensure safety of participants, employees, and facilities; recommend improvements as necessary; investigate public complaints and recommend corrective action as necessary to resolve complaints; answer questions and provide information to the public; prepare reports and correspondence related to assignment; participate in various Department and/or City-wide committees; attend City Council and commission meetings as necessary; attend and participate in professional group meetings; stay abreast of new trends and innovations in assigned area of responsibility; build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service; perform related duties as assigned.
