The City of Chandler is currently seeking qualified individuals to fill the full-time position of RECREATION MANAGER. This opportunity is a full-time unclassified position which serves at the pleasure of the City Manager.
Classification Summary: The primary function of an employee in this class is to manage, direct, and coordinate the activities of the Recreation Division of the Community Services Department. This position manages the overall programs, staff, facilities, financial objectives, marketing and assists with the strategic analysis and planning for the department. Additionally, the Recreation Manager assists in the design, remodeling and construction of recreation facilities.
Essential Functions (list not exhaustive): • Manages the planning, development, implementation, evaluation, and promotion of the city's comprehensive recreational programs and services including senior citizen services, youth and adult sports programs, special events, facilities and operations; • Supervises, directs and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance appraisals; conducts interviews and makes hiring decisions; • Prepares long range plans and assists with developing master plans and other strategic documents; conducts research; prepares surveys; interprets results for use in planning, evaluation and decision making; continually monitors and evaluates the efficiency and effectiveness of service delivery, assesses work load, reporting relationships and opportunities for improvements within the programs, services and facilities managed and maintained by the Division; • Manages budgets for recreation programs, facilities and special events; conducts fiscal/economic impact studies and cost/benefit analyses to prepares budget projections; assists with developing annual operating and capital improvement budgets; monitors revenues for recreation programs; reviews and proposes fee structures for programs; and obtains grant funding for department projects and prepares required grant applications and reports; • Manages program operations, activities and services; ensures compliance with applicable rules, regulations, policies and procedures; coordinates the establishment and review of recreation program policies; ensures adherence to safety and risk management procedures; and initiates actions to correct deviations or violations as necessary. • Serves as staff liaison to the Parks and Recreation Board; makes presentations to the board and guides board members on funding projects and allocation of resources; informs members of relevant and sensitive issues; • Oversees Intergovernmental Agreements between the City and local school districts; develops and implements monitoring system to oversee communications between the City staff and school district employees on all intergovernmental agreements; coordinates with city attorneys on intergovernmental agreement issues; • Reviews recreation program agreements and contracts for service; administers contracts for concessions; capital outlay projects and other contracted services; works with City Attorneys preparing agreements and contracts; • Oversees the Recreation's Division advertising, marketing and public relations program; develops an advertising/marketing plan; evaluates marketing strategies and recommends changes; supervises the design, production and distribution of a wide variety of printed and electronic materials including oversight of Break Time Catalog, web pages, brochures, press releases and public information materials; • Develops and reviews staff reports related to recreational services; serves as liaison to present reports to City Council, commissions, committees, and boards; • Establishes and maintains partnerships and effective working relationships with other departments, agencies, school districts, community groups regarding program offerings and coordination of services and facilities; • Oversees the allocation, use, inventory and maintenance of recreation facilities, equipment, materials, and supplies; inspects recreation program sites and identifies conditions which need attention, repair and/or maintenance; processes requests for equipment purchases; • Responds to and resolves difficult and sensitive inquiries, complaints and requests for information and services from citizens; communicates and provides information to the public through correspondence, interviews and telephone calls; • Supervises and oversees the Park & Recreation's public information program; works with Communications and Public Affairs Director and oversees department needs for media relations, including serving as liaison with media; approving, editing and preparing press releases and conducting media interviews; provides input to the public both proactively and in response to information requests; • Assists in the design, remodeling and building of recreation facilities; meets with contractors to discuss progress and work products; inspects projects and work products to ensure compliance with contract specifications; manages warranty items and improvement projects, overseeing maintenance of facilities; • Performs all work duties and activities in accordance with City policies and procedures; • Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook.
